Task breakdown

The set of task records under one work item, each self-contained enough to hand to an agent on its own.

Each record carries its exact file paths, its instructions, its acceptance criteria and its test, so an executor opens that one record and has everything it needs without reading a phase document holding every other task.

Writing a breakdown grants no permission to execute it. Capture and acceptance are separate steps on purpose.
